The Bilateral Cooperation Activity between the Ministry of Labor, Employment, and Social Security (MTESS) of Paraguay and the Ministry of Labor and Labor Development (MITRADEL) of Panama on child labor was selected within the framework of the 18th Call for Proposals of the OAS Inter-American Network for Labor Administration (RIAL) in April 2025, to be held virtually.

 

OBJECTIVES AND PRODUCTS

 

General objective: To learn about the experience of the Ministry of Labor and Labor Development of Panama in the formulation and implementation of the Government Direct Action Program for the Prevention and Eradication of Child Labor.

 

Specific objectives:

 

  • To learn about the functionality of the Panamanian Government Direct Assistance Program and its application at the country level: budget, institutions involved, services offered, monitoring.
  • Understand the structure of the National Secretariat for Children, Adolescents, and Families (SENNIAF), its functioning, and its relationship with other Panamanian institutions: regulations, operating rules, meetings.
  • Understand the procedure for child labor inspection tours conducted with the Panamanian Labor Inspection Directorate.

 

Final Product: Work Plan to adapt the lessons learned and successes from Panama's experience —particularly the actions of the Directorate Against Child Labor and Protection of Working Adolescents (DIRETIPAT) and the child labor inspection tours— to Paraguay's child labor prevention and eradication initiatives.

 

  • Final Subproduct: Develop a pilot plan in a prioritized department.
