Mr. Carles finished his studies in Pedagogy, Sociology and Christian Formation in 1990 at the Central American University. Subsequently, he obtained a Teaching Certificate in Philosophy and Religious Studies at the Rafael Landivar University of Guatemala. In 2000, he finished his Law and Political Science Degree at the National University of Panama and in 2009 an International Degree in Labor Law and Labor Relations. Currently, he is working towards a Master’s Degree in Procedural Law at the Latin University of Panama.
Mr. Carles was Vice-Minister of Labor and Workforce Development, Associate Attorney at “Esquivel, Fernández y Asociados”, Second Attorney of the Supreme Court, Attorney at the National Department of Business Development at the Ministry of Commerce and Industries, and Legal Advisor at the Ministry of Health.
Mr. Carles was named Minister of Labor and Workforce Development on May 14, 2014 and in January, 2015, Chair of the National Council for Development. In September 2015, he was also elected as Pro Tempore Chair of the Council of Ministers of Labor of Central America and Dominican Republic.
