Human Resources Administration with a Focus on Competencies

With the purpose of strengthening the technical and administrative capacities of Colombia’s Ministry of Labor human resources, a team travelled to Argentina from November 16 – 20, 2015. The visit consisted of multiple presentations where they exposed Argentina’s most efficient practices, for example the strategic Training Plan that includes: using technologies like Web platforms to access information and resources inside of the Ministry, personalized or area interviews, surveys for detecting training needs, and research with public universities and satisfaction indicators.
 
As a result of this cooperation, Colombia has incorporated the lessons learned in the implementation of a new online information system to follow up on public official’s work absenteeism that includes daily information about paid leaves requested by officials and causes for work absenteeism. They also performed a training need diagnostic and started to implement a training program for officials inside the Ministry that can be knowledge multipliers.
