Description:
The Bilateral Cooperation Activity between the Ministry of Labour, Social Security and Third Sector (MLST) of Barbados and the Ministry of Labour, Small and Micro Enterprise Development of Trinidad and Tobago on Occupational Safety and Health was selected in the framework of the 19th Call of the Inter-American Network for Labor Administration (RIAL) of the Organization of American States (OAS) in April 2026, to be carried out virtually.
OBJECTIVES AND PRODUCT
General objective: To strengthen the enforcement capacity of the Barbados Labour Department through targeted technical cooperation with Trinidad and Tobago.
Specific objectives
- To review and assess Barbados’ current enforcement practices and administrative processes. This would best be achieved through experts visiting Barbados to accompany officers on site visits, assess the facilities for research and evidence gathering and assist with case preparation for prosecution.
- To develop or refine standard operating procedures (SOPs) for enforcement actions, including inspections, notices, and referrals for prosecution.
- To build the practical skills and confidence of Labour Officers and Safety and Health Officers in enforcement decision-making.
- To improve officers’ understanding of court processes, evidence gathering, report writing and testimony.
- To promote a consistent, transparent, and legally defensible enforcement culture within the Barbados Labour Department.
