Description:

Two officials from the Ministry of Labor, Employment and Social Security (MTEySS) of Argentina traveled to San Jose, Costa Rica to share with the Ministry of Labor and Social Security their knowledge about employment management. During the visit, the Costa Rican delegates had the opportunity to exchange views, and explain in detail the decentralization process undertaken by the Department of Mediation, Training and Employment Surveying (DIOPE), which has allowed the service to be disseminated among the population without distinction as to age, sex, religion or gender.

In general, the officials expressed that the assistance met the stated goal and allowed them to acquire new perspectives in terms of concepts and the strategic use of public employment services. Among the main lessons learned were highlighted: the need to analyze and define the duties of the Department of Employment Mediation for management of the Public Employment Services Network of Costa Rica, to have a clear policy defining the approach of the state employment service, and to reflect on the process of decentralization.
